The scope baseline consists of the scope statement, the WBS, and the WBS Dictionary. Since a Bill of Materials was used instead of a WBS, a change request is required since a Bill of Materials provides a hierarchical view of the physical assemblies, subassemblies, and components needed to build a manufactured product. The WBS instead is a deliverable-oriented grouping of project components used to define the total scope of the project, providing a structured vision of what has to be delivered.
