Best value focused on which contractor is in the best position to perform the work and can this deliver the project at the best value whereas Qualifications focuses on

which contractor is qualified to deliver the project at the lowest price.

Best value focuses on which contractor can do the work for the lowest cost in the quickest amount of time including any value engineering or design changes that are

recommended by the contractor whereas Qualifications focuses on how well qualified the contractor is to perform the work independent of the price.

Best value is not the best value because often the contractor that can provide the best value is not the best qualified and the contractor who is the best qualified will

never be the best value.
