The courts have ruled that the forms of ID lawmakers designated as being acceptable werent necessarily the most secure kinds. Adding this extra stepobtaining an acceptable form of identification adds to the burden placed on voters, and many states saw this as a barrier to voter turnout, choosing not to adopt voter ID laws.
