The dashes mean that a boat cannot fish on that bank. Boats have by default the ability to fish in 1 bank. Each bank has to be operated by only one ship. The operation of each boat has a cost of $ 50 per man hour plus the fixed cost indicated in the table. If the ship is not assigned to any bank, no fixed cost is incurred.
