A general purpose processor with a higher clock rate and a smaller CPI value may still be slower than a different general purpose processor with a lower clock rate and higher CPI in terms of execution time for the same sequence of instructions. Assume that all other factors are the same such as number of processors, the size and speed of cache, the design of the professor, etc.
