A health maintenance organization $($HMO$)$ conducted a study on outpatient treatment of patients with asthma. The need for a new asthma management protocol was identified and developed. The protocol then was piloted by physicians at two primary care clinics. However, the data did not show any significant improvement as the result of this pilot.
