A Project to Develop a Human Resource Management System for the Punjabi Public Service .

Punjab, a state bordering Pakistan, is the heart of Indias Sikh community. It is a geopolitical, cultural and historical region in the northern part of the Indian. The government of Punjab in affiliation with the federal government of India through its Ministry of the Finance has tendered for a Human Resource Management System for the regional public service of Punjab. The tender is worth US $500 million and is being funded by the World Bank and the government of India. You work for Company A whose expertise is in Information Systems. Company Bs expertise is in Human Resources. Your companys CEO calls the CEO of company B and makes a contractor-subcontractor arrangement for both companies to go after this job jointly. The proposal that was made by your company for this job was successful and your company was awarded the contract after beating out several other powerful and well-connected companies. The project is due to start in January of 2019 and is to be led by the Finance Ministry. The Minister of Finance will act as the project sponsor on behalf of the federal and regional Government. The IADB will also provide project oversight. You have been assigned by Company A as the project manager of this project and you will lead a team of six other people, three of who come from different areas of company A and three from company B respectively.

1. Identify the various stakeholders in the project, including the competition. Points will be awarded for as many unique stakeholders that you can identify.
2. Categorize these stakeholders by their impact and influence.
3. Prioritize the top 8 stakeholders that you have identified.
4. Give 3 requirements for each of the top four stakeholders
5. Using the Full Analytical Criteria Method, prioritize your requirements.
6. Create an operational definition for the two (2) top ranked requirements.
