A self-styled building contractor Madam Yaa Akomah was loading the cloth washer with her husband, Ankomah, and telling him about the first meeting of the Accra local committee of building contractors (who are her political affiliates). Madam Yaa, a self-styled contractor had some experience in construction in the building (housing industry) as 'by-day' laborer and later become a powerful political figure. Given the boom in 'sole sourcing' with government contracts, winning government contracts has become a popular method for making money. The contract have been reported to generate between GHC 50,000 and GHC 70,000 for madam Yaa as profit. Madam Xaa, gave her husband a blow-by-blow account of what transpired during the first political affiliate contractors committee meeting that night. She started the meeting by having everyone introduce themselves and by proclaiming how excited she was that she had won the contract. She then suggested that the committee brainstorm what needed to be done to pull off the event since she is not a professional in that field; she would record their ideas on a flipchart. What emerged was a free-for-all of ideas and suggestions. One member immediately stressed the importance of having qualified project manager in building construction and spent several minutes describing in detail how his contract was poorly manage as time, cost, and human resources were poorly estimated which cost me dearly. This was followed by other stories of shoddy work which led to building collapsing just after five years of construction. Another member suggested that she (Xaa) needed to quickly contact professional consultants to make a first time good job and impression. The committee spent more than 30 minutes talking about how they should go about the new contract madam Yaa had won and how much they as committee members should get as their 'brown envelop'. A member suggested that she (Xaa) need a detailed set of activities as failure to do so can lead eroding her profit estimated. An argument broke out over whether they should get some gift from Yaa as they had spent time helping her and free consultation. The meeting adjourned 30 minutes late with only half of the members remaining until the end. Madam Yaa drove home with seven sheets of ideas and a headache. As Ankomah poured a glass of 'Sobolo beverage drink' Yaa was about to take, he tried to comfort her by saying that organizing for such a contract would be a big project not unlike the projects he works on at his IT Engineering and Design firm. He offered to sit down with her the next night and help her plan the project. He suggested that the first thing she needed to do was to develop a work breakdown structure (WBS) for the project. Make a list of the major deliverables for the project and use them to develop a draft of the work breakdown structure for six class room block unit that contains at least three levels of detail.
