A significant post9/11 intelligence and surveillance policy is the expanded domestic intelligencesharing initiative embodied by the creation and growth of the socalled "fusion centres." These centres bring together local, state, and federal law enforcement and intelligence agencies in the United States to share information on terrorism, homeland security threats, and criminal activity across jurisdictions. While the intent is to enhance threat detection and coordination, the policy raises serious implications for civil liberties. First, from a privacy standpoint, the fusioncentre model often allows the collection, aggregation, and sharing of large volumes of data, including on individuals not suspected of wrongdoing, without the individualized suspicion that traditionally underpins constitutional protections like the Fourth Amendment. Once data is aggregated from multiple agencies' sources, the individual may lose visibility into the trail of how their information is collected and used, which reduces transparency and accountability.
