A state school system did not include a lead paint abatement provision in a renovation contract for one of its university buildings and the owner issued a separate notice to contractors that $$all asbestos and lead containing materials affected by the project will be addressed.$$ In reliance on the state's representation, the contractor performed the abatement after the discovery of lead paint stalled the renovation work. The contractor was not justified additional compensation for the abatement work
