According to the published extant literature, we know that most perpetrators of crime are 15-25-year-old males. We also know that most victims are 15-25 year old males. We know that minorities (in any society) are disproportionately involved as perpetrators and victims of crime and that very often victims are perpetrators who are not only from the same group/population, but are the same people.

Both criminals and victims tend to be serial criminals/victims. To address this social concern, there are numerous theories, mostly based on criminology, that attempt to explain this phenomenon.
