Advantages to creating a budget proposal would be being able to see cash flow coming in, what expenditures there are, the types of programs and resources are being funded, along with those costs, it encourages interagency and outside accountability and transparency, provides insight into what long-terms projects need to be prioritized and what funding is available or where funds need to be pulled from to accommodate long-term improvements, and the financial security of that organization. It also helps gain trust from tax-payers. Challenges that can arise would be, because of transparency, the budget can be scrutinized by the public or media, if there are errors or inconsistencies within the budget, programs and funding can be denied, or programs can be discontinued, and it can become highly political or biased
