Against the background in the case study, you have been requested by the Engineering council of south Africa(ECSA) as a project quality expert to submit a report on the building project collapse of Tongaat mall which occurred on 19 November 2013 from a project quality context addressing the main issues which contributed to the occurrence and how this could have been averted. 1.3 In respect to the Tongaat mall building project how would you define project quality?
