American law is complex. Not only is it based on four very disparate sources (including medieval English common law), but it is implemented by both the federal and state governments. There are three branches of the federal government, and all three have some involvement in creating or implementing the law. In addition, multiple government departments make regulations which may change at any time. Finally, individual states make their own laws regarding health care issues; while they cant actually conflict with the Constitution, they may be different from the laws of other states.

How can the process of legislation be amended to allow health care laws to be less complex? Discuss the question in terms of the costs and benefits of having so many different entities involved with making and implementing health care laws.
