Case Study: The Mahao district municipality received different allocations from national government. Equitable share, infrastructure and capacity building grants were allocated to Mahao municipality in terms of the national budget of $2007/08$ financial year. The Mayor of the Mahao district municipality announced in the Municipal Budget Speech that infrastructure grant received would be used for the training of the municipal administrative staff, the Councillors and the Municipal Manager. The Mayor further emphasised that the significance of training and capacity building was an essential tool to improve performance levels of municipalities.
