As a project Manager, you are required to prepare a proposal to client for your advice on the building procurement method, contractual arrangement, tendering method and appropriate contract terms to be applied on the proposed project.

You are assigned to tackle the following scenario:

1. Construction of new common-style government secondary school building including the associated facilities (e.g. playground) at new development area in Tin Shui Wai.

You are required to prepare a report based on the assigned scenario regarding the procurement and contractual matters. The report should include but not limited to the following parts in the report:

1. Describe the characteristics of the assigned project/scenario;
2. Recommend an appropriate procurement method with reasonable grounds;
3. Recommend an appropriate contractual arrangement with your opinions;
4. Recommend an appropriate tendering method based on your analysis;
5. Recommend a suitable contract terms for the project concerned, for example, advise on the amount of liquidated damages in the contract document; and
6. Conclusion.

You should make reasonable assumptions and comparison with respect to Time, Cost and Quality and fulfill clients expectation and public interests (if any) when you prepare the report, and the report should NOT more than 3000 words
