Introduction & Overview
There are six key steps needed to complete your Work Breakdown Structure (WBS). These
include:
(1) Defining the Workstreams;
(2) Expanding on the Workstreams to include the Scope of Work;
(3) Inserting the Milestones;
(4) Adding predecessors and successors to facilitate sequencing;
(5) Adding durations to tasks; and
(6) Rationalising the sequencing.
The activities needed to complete each of these steps are explained in the following sections of
this document.
1 Defining the Workstreams
For the first step, define the Workstreams that you will need to include, so the project can be
completed successfully. An example of the Workstreams is provided in Table 1. This table
also supplies a short overview of some of the key elements/work packages that would also
typically be required to complete each Workstream.

administration, documentation, finances, legals, meetings, etc.).
2 Client Software (this should include design, hardware procurement (for the
test environments), software development (multi-platform), testing (up to
System Testing (ST)), and Acceptance Testing (AT)(linked to AT for
Workstream 3(and to a lesser extent Workstreams 4, and 5)).
3 Pilot 1(Perth)(this should include design, hardware, software, full system
development for each of the node elements (Web server, Client Database,
OCA/Video server, Games server, System Health Management, etc.), testing
(up to ST), Set to Work (STW), and AT (specifically linked to AT for
Workstream 2)).
4 Pilot 2(Sydney)(this should include design, hardware, software, upgrades/
modifications (after WS3 AT), and develop/implement and test two-node
replication, System Health Management/Load Sharing, etc., STW, and AT).
5 Pilot 3(Melbourne)(this should include design, hardware, software,
upgrades/modifications (after WS4 AT), and develop/implement and test
multi-node replication, System Health Management/Load Sharing, etc.,
STW, and AT).
6 Service Desk (this should include identifying the provider (an RFT will not
be necessary in this case), negotiations, contracting, get access to the Service
Desk Management System (SDMS) being used by the Service Centre to
support development and testing (i.e. procure or use their license), develop the

Knowledge Base, develop the SDMS content for Level 1(1) support (e.g. the
decision tree structure and content, as aligned to the SDMS being used by the
selected Service Desk), test in our Test Environment, upload the SDMS
content and Knowledge Base to the Service Desk system, and AT).
7 Level 2/3 Support Services (Closely linked to WS6)(this should include
developing the in-house team to provide Level 2/3 Support Services for
organisational clients, which would include: hiring the skilled support team,
or engaging the identified contractors who developed this system to provide
this service, enhancing the Knowledge Base to support Level 2/3 services,
providing the right hardware and software to manage the system and conduct
testing as required).
8 Datacentres (this will include identifying provider/s (RFT?), negotiations,
contracts, site inspections, procurement of hardware to facilitate remote
management through the associated Data Centre Management System
(DCMS), installations/STWs, AT (associated with AT for WS3, WS4, and
WS5, support/maintenance (including engaging appropriate on-site staff as
necessary This will also be linked to WS7 for the provision of Level 2/3
support).
9 Procurement and Preparation of media (this will include identifying the
appropriate media (games, videos, etc.) for inclusion in EduStream, gaining
rights to additional material (contractual issues), consolidating rights to
existing media, transforming media to the appropriate formats for deployment
(e.g. MP4, FLV, etc.), ensuring that games are tokenised (see the EduStream
Technical Architecture Overview document for more details), and uploading
the materials into the servers in line with the activities for WS3, WS4, and
WS5).
10 Training (this will include developing training for the sales team, delivering
training for the sales team, providing mentoring for the sales team, training as
necessary for large organisations so they can participate in Beta testing (and
possibly long term utilisation), developing a Frequently Asked Questions
(FAQ) web page based on the training material so this can be utilised by all
users).
11 Marketing (this will include developing the Marketing Material, explaining
