The Ontario Hockey League $($OHL$)$ consists of $20-$member teams, including $17$ in the province of Ontario as well as three in the United States, with two in the state of Michigan and one in the state of Pennsylvania. $($Ontario Hockey League, $2021)$ The OHL is developing a plan to expand from a $20-$team league to a $21-$team league. You, are the OHL expansion committee. You will be responsible for determining the best location to add a new franchise into the league.
