On September 29, 2023, you are working patrol unit N301 with your partner Cst D Jones #1796. The temperature is 16 degrees Celsius and the weather is fair. Your shift starts at 9:00 p.m. and ends at 7:00 a.m. Your supervisor is Sgt. T. Chartrand.
At 9:00 p.m. you and your partner hit the road.
During the evening and into the early morning hours you take a number of calls - all minor in nature.
At 5:00 a.m., you are dispatched to a residence at 200 College Avenue for a stabbing incident. Report number C23-205723.
The call history indicates a male victim was stabbed multiple times and the Winnipeg Fire and Paramedic Services("WFPS") have been dispatched.
You arrive on scene at 5:12 a.m.
WFPS arrives at the same time and immediately conveys the victim to the hospital in critical condition.
You observe several intoxicated people wandering about, yelling, screaming, and crying.
All partygoers are heavily intoxicated except one who is identified as Sara Jane Connor, DOB: June 8, 1994, of 210 College Avenue, ph:204-786-2663.
Connor is sober and knows both the suspect and the victim by name.
She witnessed the stabbing and heard the suspect say he would kill the victim. Connor advises the suspect and the victim are cousins. Connor indicates a drinking party had taken place in the lower level of the home.
During the evening the victim started teasing the suspect about his sexual orientation. Connor tells you the victim has been tormenting and bullying the suspect about his orientation for years. The two men became increasingly hostile with each other as the evening progressed.
As the argument escalated, the suspect placed a skeleton Halloween mask on his face and produced a knife, which he used to stab the victim multiple times in the upper torso area. Partygoers heard the commotion and intervened. The suspect fled the residence prior to police arrival.
After interviewing Connor and recording a written statement from her, you depart the scene to search the area for the suspect.
At 5:40 a.m., you observed the suspect fleeing in a southbound direction on Main Street near Redwood Avenue. After a brief foot chase, you arrest him at this location and conduct a search incident to arrest with negative results.
At 5:45 a.m., you place the suspect in the rear of the patrol car and advise him of his NOA and provide Charter Rights, all of which he indicated his understanding, and declined legal counsel.
At 5:55 a.m., you convey the accused to the District 3 Station and lodge him in interview room #1 where you obtain his particulars.
He identified himself as:
Desmond Arnold Nazzie
DOB: August 1, 1994
Nazzie does but have a fixed address. You query him on the records management database and learn that he has both an internal and federal numbers - IRN: 515324, FPS: 989620A.
Prior to exiting the interview room Nazzie states "I got fuck all to say, just take me to Remand and lock me up."
You complete the prisoner log form and exit the interview room.
You conduct records checks, confirm Nazzie's identity and learn he has no warrants, outstanding charges or active court orders but has history of violence and four prior convictions for assault cause bodily harm.
He also has four convictions for failing to appear for court.
At 6:05 a.m., you check your call history and learn the victim was transported to Seven Oaks Hospital where he was treated for multiple stab wounds to the upper torso area. He underwent emergency lifesaving surgery and is listed in critical condition/
Unit N302 Peters #1447 & Pawls #1493 are at the hospital handling the victim end of the call.
The victim has been identified as Justin James Courchene, DOB: July 8, 1982, of 200 College Avenue. He does not have a phone and has numbers with the police.
As per Sgt Chartrand you are to detain Nazzie in custody. He advises you he has consulted with Senior Crown Brent Davidson who authorized a charge of Attempt Murder.
You process Nazzie following all relevant police procedures.
At 8:50 a.m., you convey Nazzie to the Central Processing Unit.
