Reminder:

Subject $($doing the action$)$: goes with who object $($recelving the action$)$ goes with whom $($The same applies for whoever and whomever$)$

Examples:

Question: The assistant to who$/$whom you should send the files is absent$.$

Answer: whom, because the assistant $($object$)$ is receiving the action of giving.

Question: The man wholwhom arrived late missed the vote.
