The year is 2022. While the United States successfully rolled out a sufficient vaccine distribution to achieve a level of herd immunity against the early variants of the Covid-19 virus, new variants have emerged which require the development, approval, and distribution of an updated vaccine to address these new variants.

Assume for the sake of this question a new governor and new mayor take office in New York state and New York City respectively at the start of 2022. They have charged you with managing the logistics of securing vaccine supply and distributing throughout the population in an appropriate prioritization of resources and timing. You are to identify a preliminary list of stakeholders and to create a power/interest grid which properly classifies them.

You should carefully consider PMBOKs definition of a stakeholder: an individual, group, or organization who may affect, be affected by, or perceive itself to be affected by a decision, activity or outcome of a project.
