By law in order for OSHA to cite a violation based on an overexposure OSHA must show that the lower bound 95% of the exposure is greater than the PEL.

Two questions to discuss:

1) Do you think that this approach provides adequate protection to the workers?

2) As a plant industrial hygienist what interval or bound should be used when classifying worker exposures relative to Action Levels and PEL/TLV/RELs?
