During the winter when it is very cold, everyone would like to know the wind-chill factor, especially before going out. Meteorologists use the following formula to compute the wind-chill:

W = 35.74 + (0.6215 * T) (35.75 * V^0.16) + (0.4275 * T * V^0.16)

where

V = the wind speed in MPH

T = Temperature in degrees Fahrenheit

Write a program the prompts the user to input the wind speed (in MPH) and the temperature (in degrees Fahrenheit). Write a function that accepts the wind speed and temperature and returns the wind-chill factor from the formula above. Display the wind-chill using appropriate descriptive text. NOTE: The wind speed must be greater than 3 miles per hour.
