Can I please get some feedback on my research problem and research question?

Research problem:

Currently in Louisiana nursing homes are pushing back against the proposal of regarding changes of the state regulations as it pertains to emergency evacuations such as hurricanes. The problem facing nursing homes in Louisiana is where residents are sent to unused buildings, shelters, and school gyms during event of disasters. Currently Louisiana is trying to improve their protocol with nursing residents during emergencies.

Research Purpose:

The new policy proposed will require when residents are moved to facilities during evacuation the structures such as the floor plan and layout of the sleeping area for resident in facilities which are unlicensed. In addition, the nursing homes would need to forward information for a flood risk in facilities which are unlicensed. The reason for this is to prove the facilities can maintain the correct temperature for comfortable living within the residence.

The purpose of this research is to investigation is to analyze the effectiveness of the new proposal brought before the Nursing home in the state of Louisiana during an emergency evacuation.
