Penn Medical Ambulance Service Corporation Penn Medical Ambulance Service Corporation is one of the several area companies that provides ambulance service that transports patients to area hospitals in the greater Philadelphia area. It is extremely important to transport patients to the medical facilities/hospitals in the shortest possible time, especially in life and death situations such as patients who have heart attacks or gunshot wounds. Although Penn Medical had always provided superior services in the past, recent surveys have shown that Penn Medical has been lagging behind its competitors in providing superior service. In order to compete more effectively, Penn Medical had added a new ambulance to its fleet but the service apparently only improved marginally. Given the current financial conditions of the company, top management is unable to further add more workers nor ambulances. Given this situation, top management has decided to set up a quality team made up of employees, managers, and quality specialists from company headquarters. Using traditional quality tools such as checksheets, Pareto charts, flowcharts and fishbone diagrams, the quality team have determined that the primary problems under current conditions are slow and erratic response times when compared to its competitors. Their preliminary studies indicated that their current response times average 11.9 minutes. To be competitive, management believes that response times should be reduced by at least 2 minutes or more. In addition, top management is also concerned about the irregular response times. Even though the average response times may be at the desired level, large variations in response times in any particular day are also deemed very undesirable as some patients will suffer irreparable medical consequences if the response times are too long.
