Following the 2019 incidents there has been significant public displeasure voiced in the media regarding pedestrian safety along second avenue insisting action be taken to resolve the situation and City Council has requested a high level alternative analysis in order to begin investigating potential remedies. The following memorandum provides background and causes for the issue followed by proposed alternatives, evaluation methods, alternative evaluations, recommendations and post-implementation evaluation criteria. Background Second Avenue is a four lane arterial route in Whitehorse and one of two main avenues passing through the downtown core of Whitehorse. The avenue is approximately 2,200 metres long with estimated two-way daily traffic counts between 18,000 and 20,000 vehicles per day (Thannikary, 2020, p.2.8).
