The following memorandum provides background and causes for the issue followed by proposed alternatives, evaluation methods, alternative evaluations, recommendations and post-implementation evaluation criteria. Background Second Avenue is a four lane arterial route in Whitehorse and one of two main avenues passing through the downtown core of Whitehorse. The avenue is approximately 2,200 metres long with estimated two-way daily traffic counts between 18,000 and 20,000 vehicles per day (Thannikary, 2020, p.2.8).
