7.3 To Audit or Inspect...That Is the Question

For each of the items in the following list, identify the need to audit or inspect the item, and provide a brief justification for your answer:

• HazCom program
• Wire ropes and slings
• Hearing Conservation program
• Powered Industrial Truck (PIT)
• Extension cords
• Ladders
• PRCS program
• Storage of compressed gas cylinders
• LOTO program
• PIT training effectiveness

There are generally three approaches to audits: internal audits conducted by local personnel, external audits conducted by company personnel but from another location or department, and independent audits conducted by an outside agent, such as the insurance company or consultant. Briefly describe the advantages and disadvantages of any audit or inspection and then of each approach to conducting audits noted above.
