I think we should first look at the purpose of the DoD, and then the purpose of its acquisition system. The purpose of the DoD is Defense obviously, but specifically addressing the threats of today. From China, Russia, Iran, and in the Middle East more broadly. Intelligence from each branch of the military every day is studying each one of these militaries and the wars going on currently to discover any new or difficult threats our military might face in the event we would have to go to war with any of these countries. The acquisition system should be designed to put the right weapons in the hands of military members who are capable of using them. The acquisition system must be thorough in selecting new weapons systems and contracts, ensuring quality control, timeliness, and security. Another concern is the communication between the military members and those in charge of acquisitions, those with the most experience and those who work in military intelligence are probably the most equipped to recommend new technology to face the threats of tomorrow, but this is not always communicated properly, so ensuring systems in place to provide military members with exactly what they need is critical. I also think regulation is important in this process, but it will not solve the deeper issue behind failures in the acquisition system. We probably have an over-regulation problem that cannot be solved by more policy. A robust system is hard to create, but ultimately the defense of our country and the security of our citizens should be the highest priority for our government.
