A relatively small group of nurses, working at a large hospital, were not happy about their work environment. They would meet regularly during lunch to discuss the situation. There had been a recent changeover in the hospital$$s senior management, which caused great uncertainty and anxiety among the nursing staff. The nurses felt overstrained due in part to current nursing shortages. Their wages and benefits were stagnant with no salary market adjustments for the past two years. The nurses perceived the situation as management compelling them to do more work with fewer resources, with no gratitude or recognition of their efforts. Whenever the nurses approached management with their unease, they perceived them as detached since no changes were made.

The nurses Felt as if they had no other choice, so they contacted a labor union. The labor union began an organizing effort in the hospital soon thereafter, holding a hardline campaign over a six$-$week period. There was immense peer pressure, as some of the well$-$respected nursing staff became dynamic leaders for unionization, although they were not among the initial group of nurses who had first contacted the union. The election was conducted, and the union was passed by two thirds of the nursing staff. In the following weeks, the original group of nurses commented that they were shocked by the union$$s victory; they had only wanted to $$frighten$$ management into making changes to their work environment.
