A company in Harare is experiencing high employee turnover, low staff morale and persistent strikes. This has caused delays the completion of most of their projects. The supervisors at the company are civil engineers with no knowledge of human resources management. Top management recruited a Human Resources Manager who recommended that all Senior Managers be trained by an external Human Resources Consultant to give them basic knowledge of Human Resources However, The Finance Director believes that offering training in human resources is a waste of resources. He believes that technical know-how which helps staff to perform their tasks in the various projects was required. the Finance Director strongly believes that the scientific management theory should be used as the basis for the compensation system and need for welfare and morale programs.
