The Human Resource Department of JCAW Resorts conducted an extensive external search for a qualified Executive Director for its newly refurbished Negril resort. This resort has experienced much internal politics and interpersonal conflicts. The perception of the General Managers, Senior Managers and Board Representatives is that an outsider could help to 'straighten things out'. The resort chain has many Middle Managers with basic skills and little community relations, which is certainly not enough to survive an increase in human relations turbulence.
After much deliberation, the organisation hired its Executive Director, Johnathon Slay. Mr Slay, a Jamaican, had superior credentials and was Executive Director at Sandals Barbados. He immediately tried to correct problems in a progressive and systematic manner. Unfortunately, however, internal 'rifts' increased unbearably. This increase, many believed, was caused by the immediacy and intensity of measures and strategies instituted by Johnathon.
Three months into his new post, Mr Slay, in disgust, resigned with immediate effect. But before his departure, he prepared a report in which he outlined several recommendations to the Human Resource Manager. He suggested three Middle Managers who could be considered to fill this position and ended his report with the statement that "external recruitment is not an 'automatic ticket' to success in human resource management."
