Since $1901$ Australia has held $45$ referendums, only $8$ of which have been

successful in altering the Commonwealth Constitution. One of the most

successful was the Aboriginals referendum in $1967.$ In $2023,$ the referendum

question on establishing an Indigenous Voice to the Commonwealth Parliament

Page $3$ of $8$ was unsuccessful. Evaluate what is essential to ensure that a referendum to change the Constitution will be successful.
