These activities relate to the protection, allocation, conservation, management and control of all the nation's water resources. $2$ components to WRMC: abstraction water use charge waste discharge related water use charge $[[$ Abstraction Unit Cost $],[$ Waste Related Unit Cost $=($ Cost Of Operations for CMA $)/($ Total Registered Waste Volumes $)]]=($ Cost Of Operations for CMA $)/($ Total Registered Waste Volumes $)=($ Cost Of Operations for CMA $)/($ Total Registered volumes for abstraction $)$ The allocation of functions, in terms of abstraction and waste discharge related users, will be in terms of the Water Resource Management Activities. Integrated costs for abstraction and waste discharge activities will be split between the two charges, in volumetric proportion between abstraction and waste.
