Compare both recommendations to mitigate technical risks early in the system development for design engineers who have never developed the subsystem required.

Recommendation 1 -

Designing a new system when a team has minimal experience with the subsystems and components is a difficult task and requires continuous risk mitigation strategies to be implemented to plan for, identify, analyze, handle, and monitor risks associated with the system implementation (Conrow et.al. 2022). Disciplined and methodical steps must be taken in this scenario to ensure successful implementation and continued effectiveness of the system.

Engage Experts - Plan for and Identify Risks

Initially as a Manager, I would ensure the team has the opportunity to engage with subject matter experts to learn and identify potential risks associated with the new system. This would be a key component of the lifecycle for planning and identifying potential risks associated with the initiative. This would be the first step in effectively lowering the likelihood of the team encountering unknown risks and minimize the impact of unavoidable risks associated with the system.

Communication Strategy - Analyze & Handle

After gathering technical expertise from subject matter experts, it will be essential to communicate these risks effectively to each of the stakeholders involved in the project. It will be important to engage each group through meetings and technical documentation that will help each team effectively analyze how these risks will impact their scope of work. This effective communication will enable each subset of the project to rank and prioritize these risks and allow effective decision making that will lead to a solution or multiple solutions that will mitigate, transfer, eliminate, or even accept risks involved with their objectives. This will lower the impact of each risk identified through the analysis process or even lead to solutions that eliminate the problem altogether.

Develop Monitoring Strategy - Continuous Improvement

Once each team has fully assessed the impact, prioritized risk mitigation, and identified a path forward, it will be essential that the project develop metrics that should be continuously monitored against expected outcomes. This will enable the team to evaluate the effectiveness of the solutions that were implemented for identified risks or even identify new risks that were not initially identified. This will allow the team to continuously improve the system and pivot where necessary to ensure the system meets the intended objectives throughout its entire lifecycle (and maybe even become more efficient in the process). Developing a monitoring system will reduce the consequences associated with each risk and is an essential part to implementing a system with minimal prior experience.

Recommendation 2 -

As a manager of a team who has not yet developed a subsystem/components for a new system, I would perform a series of 7 steps.

1. Risk Management Plan: This plan would identify possible hazards and propose mitigation techniques.

2. Conduct a Design Analyze: Request that the design engineers review the design specifications and offer input on any possible problems.

3. Hire an Expert: Hire an expert/experienced engineer who has worked on comparable systems and can provide advice/insight.

4. Establish a Prototype Testing Program: Create a prototype of the new system and test it to verify if it satisfies the original design specifications.

5. Conduct Regular System Assessments: We must perform regular system assessments to detect any areas of risks or possible difficulties.

6. Monitor System Performance: We will have to keep an eye on the system's performance and take action as appropriate.

7. Quality Assurance Method: This process guarantees that the system satisfies the design criteria and is defect-free.
