A needs assessment is the process that determines if training is necessary. There are three types of analysis to assess training needs: organizational analysis, personal analysis, and task analysis. Organizational analysis determines businesses' need for training, while a person analysis identifies (1) determining whether performance deficiencies result from a lack of knowledge, skills, or abilities (a training issue) or from a motivational or work-design problem, (2) identifying who needs training; and (3) determining employees readiness for training (Noe, 2022). The third needs assessment is task analysis, which determines the need for training to improve knowledge, skills, and behaviors to develop job performance. The first step in a needs assessment is to determine if training is needed and, if so, what type of training is needed. The conductor of the analysis also needs to understand the companys overall goal and if training will accomplish the goal. The analysis conductor will then perform a gap analysis, evaluating an organization's current performance and goal performance levels. HR records, interviews, observations, tests, surveys or questionnaires, samples, and focus groups can be used to assess the need for training. Training options will be analyzed to achieve the organizations goal. Organizations need to consider the company's cost, time, return on investment, and legal compliance needs. A training plan will be presented to the organization, with training recommendations to achieve its goal (SHRM, n.d.)
