Consider a situation in which the project manager (a generalist) is asked to provide an evaluation of a functional employee (a specialist). Can the project manager effectively evaluate the functional employee on technical performance? If not, then on what information can the project manager base her/his evaluation? Can a grade-7 generalist evaluate a grade-12 specialist?Think about this.From my personal experience, there were many instances as a contractor that this situation happened.As a matter of fact I managed 3 other contractors that were subject matter experts on different facets of the project but my GTL (Group Task Lead) asked for my insight all the time.Please explain as everyone has a different position.
