Coverage may be deemed to be unavailable except through a surplus lines carrier for any of the following reasons, EXCEPT:

The surplus lines carriers can generally provide the type of insurance sought for a lower premium.

An extreme increase in premium made coverage inaccessible in any practical sense.

Applications were declined by authorized carriers

Admitted insurers offered such reduced levels of coverage that finding the needed insurance was in practice not possible
