Create a program that validates a user's PW

Requirements of user's PW:

i. is 8 to 16 characters long

ii. contains one or more special characters

iii. has two or more uppercase characters

vi. has two or more lowercase characters

iv. has 2 or more digits

If PW meets above conditions, a message should inform user that they have successfully entered or created a password.

If PW does not meet conditions, a message needs to inform user what they should use.
