If the results show lower than expected then the control needs to be taken back to the one ultimately responsible for the shortcoming, the project manager.

When things are running to standard, and the results are good I believe it would still be up to the project manager to go over the standard and in turn raise the result. The term result can be replaced by terms like money, and still be effectively used to the same ends as my usage of result depending on the project spoken of$.$
