Create a tic tac toe using python 3

the requirements is

1) 2 players should be able to play the game (both sitting at the same computer)

2) The player that goes first should be selected at random

3) The player should be able to place a marker (X or O) on a board by selecting a number from a

matrix that represents an available space

4) The player should be prompted when the game has ended and indicate who won or if the result is a draw.
