Croce is an inmate and wishes to file a Writ of Habeas Corpus to challenge the conditions of his confinement. Under the rules of the prison where he is incarcerated, he must file his Writ with the prison clerk, who must check it for errors before submitting the writ to the Court. Pursuant to the prison rules, if the Writ contains errors, it must be returned to Croce, and if acceptable it is filed with the Court.
