Deep Learning Frameworks and their application

There are many different Deep Learning Frameworks in use today, a few of which was discussed during this course. Perform research on the different Deep Learning Frameworks, with specific focus on South African issues and the application of Frameworks to help resolve these issues, then answer the following question.

Compare and contrast $4$ different Deep Learning Frameworks, using the information provided in the Recommended Reading articles, in terms of their advantages, disadvantages and practical application. Make a specific recommendation for one framework that you feel can be used in a South African context to resolve a specific South African issue, with reasoning as to why that Framework would address the issue best.
