Design a Basic Recovery Plan Recovery is not just conducted at the end of an incident to assist a community/organization in getting things back to "normal." In some cases, during recovery planning, improvements are made before an event that reduces the disaster impact (mitigation). Through this planning process, we can see how the phases of Emergency Management are all connected and depend on each other for the efficient return to a normal life. Examining all the aspects of a recovery plan and how it would be implemented for an organization or a community. 1.
