According to the National Center for Biotechnology Information, a disaster plan should include the fours phases of comprehensive emergency management: mitigation, preparedness, response, and recovery. Concerns to be addressed include:

• Continuity of patient care
• Safety of personnel
• Confidentiality of patient and employee information
• Security of information and equipment
• Continuance of productivity (where, when, who and how)
