Develop a Health and Safety Plan to address Hazard Assessment, Analysis and Control. The Occupational Health and Safety Act and related regulations set out minimum requirements reflecting accepted industry practices. However, especially when referring to the construction industry, every workplace (construction site) is different and the best way to prevent injuries and occupational illnesses may differ from one workplace to another.
Major risks that should be addressed in most construction health and safety programs including the following partial list:
1. Falls
2. Reversing vehicles and equipment
3. Overhead power line contract
4. Trench collapse
5. Working with toxic materials such as asbestos or lead
6. Use of power tools
When developing a hazard analysis program, it is important to remember that construction workers are a valuable source of information about hazards on construction sites. One should encourage timely reporting, document hazards and monitor controls for effectiveness.
Project Scenario:
You are employed as a Project Manager for a medium sized general contractor involved in commercial construction. Your firm is about 10 years old and occasionally they undertake schools and strip mall projects, but their focus is on new construction for office and condominium projects usually between 5 to 10 stories in height. Many of the employees have been with the construction firm from its beginning, with additional team members hired to accommodate growth. About 4 to 5 projects will be underway (at various stages) at any given time.
Your firm has had an assortment of minor injuries from past accidents; however, to-date no major injuries or accidents has occurred on any of their projects. Your firm wants to be proactive and after consultation with upper management, the president of your firm has decided that a health and safety program should be initiated. You have been selected with another team member to begin the process. You have recently been to several health and safety related courses & seminars and have access to many references. You are impressed by one reference in particular as you feel that this site and the association will be very helpful in formulating your program.
