Selection of the appropriate contract type depends on a multitude of factors and is situationally dependent. While they aren't always the appropriate contract type, there is evidence that incentive type contract can motivate performance and lead to better mission results. Analyze alternatives and make a recommendation(s) to support DoD's desire to "reinforce our preference for these types of contract when they are appropriate." At a minimum, review FAR/DFARS Part 16, Mr. Kendall (past AT&L) and Mr. Assad's memos on the use of incentive contracts, various GAO reports including March 2017 "Navy Shipbuilding Need to Document Rational for the Use of FPI Contracts .. ", April 2016 OPAP "Guidance on Using Incentive and Other Contract Types" and the 2014 Annual Report: Performance of the Defense Acquisition System" on the subject of contract type selection.
