Discussion $3$: Are the rules for deductions too complicated?

In this module, we have seen examples of business expenses deductible in a different period than for accounting purposes.$$ Many times, the difference is only one year.$$ Does this make the tax code too complicated, or are there cases where the difference is appropriate?$$ Consider an example we discussed where there is a timing difference.$$ How might we change these rules?
