Once the empty signal received the first tank outlet valve will turned on until it become empty, then its outlet valve will turned off and its filling vale will turned on until the full signal received, in the same time the second tank outlet valve will turned on$.$

Once the second tank empty signal received, its outlet valve will turned off and the filling valve will turned on$,$ in the same time the third tank empty valve will turned on$.$
