During the 1930's, Federal Labor laws such as Davis Bacon Act, Services Employees Act, and the establishment of the National Labor Relations Act set standards for American employers to protect American Workers. Federal minimum wage and OSHA laws apply to all employers and as a result of an Executive Order the minimum wage for government contractors is now $10.10.

It is often argued that labor standard statutes impose higher costs on federal contractors and unnecessary procedural burdens such as interference with payroll arrangements (i.e. requiring weekly payrolls instead of biweekly) and adding paperwork such as weekly certification of payrolls and other burdens. The government is attempting to stimulate business in general but particularly small business.
