I would look at how programs like these have helped create jobs and stability after disasters such as Hurricane Maria. I'd also compare this with Costa Rica's success in using education and green industries to boost its economy and retain citizens. Using these ideas together could help build stronger opportunities and make staying in Puerto Rico a more realistic choice
